Rāhu Kālam is one-eighth of the time from sunrise to sunset. Tamil and South-Indian households treat it as a pause for new work, travel starts, and small ceremonies — not a ban on ongoing tasks.
Drikganita places the window from your coordinates’ sunrise (Swiss Ephemeris, Lahiri), so Chennai, Madurai, and Singapore will not share the same clock times even on the same weekday.
